1. Can a common man lodge a complaint with CVO?

Yes, the CVO welcomes complaints from the general public on any corruption issue. In fact, this forms the main source of information.

2. What  modes of complaints does the CVO accept?

The  CVO    does  not  normally act on  complaints   which  are  anonymous/pseudonymous in nature (see instruction No.3(v)/99/2 dated 29.6.99). The signed complaints can be sent through post, fax or  can  be handed over personally. The complaint can now be lodged through the CVO Website also.

3. How are anonymous/pseudonymous complaints handled?

Normally anonymous/pseudonymous complaints are not handled.  But if they contain specific complaints against specific persons they can be enquired into.

4. Who can lodge a complaint and how?

The Fight against corruption cannot be started, let alone won, without the active meaningful support of the public at large. The Central Vigilance Commission invites the co-operation of all right thinking people in their effort to eliminate this scourge. Any member of the public can lodge a complaint with the Chief Vigilance office of those relating to malpractices, misconduct or corruption in public services relating to officials of State Government Ministries, Departments, Public Sector Undertakings, , other Corporations and Societies established by or under any  Act, of Government of Puducherry Government companies, societies and other local authorities, owned or controlled by the State Government may be sent directly to the  Chief Vigilance Office. All complaints sent by post to the CVO have to be signed and should contain the name and address of the complainant.

5. How are the complaints processed in the CVO?

On receipt of complaint they are processed and submitted to the Chief Vigilance Officer for orders.  In case the complaint possess any allegation (i.e. bribery, corruption, embezzlement, misuse of official position etc.) with specific/ verifiable nature the same will be sent to the Superintendent of Police, Vigilance and Anti-Corruption Police Unit, Puducherry for enquiry and report.  If the report substantiates any of the allegations leveled in the complaint or any other irregularity surfaces, then the disciplinary authorities concerned are directed to initiate disciplinary / criminal action against the delinquent officials.

6. What does the CVO do with the investigation reports?

The CVO carefully examines the investigation report on the complaint and satisfy itself about the fairness of the investigation. Based on the report, where necessary, it advises the concerned department/organisation, in which the alleged government servant is working, to charge-sheet and initiate departmental disciplinary action/criminal action as the case may be.

7. What does the departmental disciplinary action mean?

Departmental disciplinary action is  a series of procedure in which a departmental inquiry is conducted, just like the way the Courts conduct, in which sufficient opportunity is given to the suspected public servant to prove his innocence, the inquiry report is submitted by the Inquiry Officer, which forms the basis for award of punishment to the guilty.
